Why does the PMCARES fund raises suspicions?

So here is a news that should have made the headlines but as usual nothing happened. 

For last some months, the world is under the grip of Coronavirus pandemic and economy has crumbled like anything. In these hard times many countries have given some amount to their residents so that the economic cycle keeps on moving. The purchase and spending capacity of the country should not be affected by this pandemic so , the countries opened their vaults for common man and boom, this is what happened. 

There are countries that gave  money to their citizens and then there is India. In India, it is the only nation that asked money from its citizens. In any other country the govt has given money to common man ,but in India, common man paid to the govt of India. Isn't it ridiculous?
